Is the student-beating teacher being used as scapegoat?

Without question, the shocking video footage of a Houston school teacher attacking and beating a cowering 13-year-old student shows something wrong and something that should never ever occur in the classroom. But recent revelations surrounding the events leading up to the incident, and the conditions at the school itself, seem to suggest that this teacher was pushed to the limit by a flawed school system, as well as her own lack of training to deal with the rigors of a stressful and provocative teaching environment.
